Customers who sell products to Europe and engage in cross - border e - commerce in Europe often ask: If my product has passed REACH testing, does it still need to pass RoHS testing? What are the differences between them?
Definitions of the Two
1.REACH is the abbreviation of "Regulation (EC) No 1907/2006 concerning the Registration, Evaluation, Authorization and Restriction of Chemicals". Up to now, there are 250 Substances of Very High Concern (SVHC) that need to be tested, and the number is still increasing.
2.RoHS is the abbreviation of "Directive 2011/65/EU on the Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment". It restricts 10 types of hazardous substances in electrical and electronic equipment from exceeding the standard.
Nature and Legislation
1.REACH is a voluntary environmental protection regulation established by the European Union and a chemical supervision system. It aims to ensure that the impact of the production and use of chemicals on human health and the environment is properly managed.
2.RoHS is a mandatory standard formulated by the European Union through legislation. It mainly restricts hazardous substances in electrical and electronic products to reduce harm to the environment and human body.
Scope of Application
1.The substances covered by REACH are all chemicals entering the European market.
2.The scope of RoHS control mainly includes electrical and electronic equipment, their spare parts, raw materials, and packaging that operate at voltages below AC 1000V and DC 1500V.
Controlled Substances
1.The REACH control list is updated every six months, covering as many as hundreds of substances. At present, it has been updated to include 250 SVHC substances.
2.The substances controlled by RoHS include Lead (Pb), Cadmium (Cd), Mercury (Hg), Hexavalent Chromium (Cr⁶⁺), Polybrominated Biphenyls (PBBs), Polybrominated Diphenyl Ethers (PBDEs), Phthalic Acid Esters (DBP), Eugenol (BBP), Dibutyl Phthalate (DEHP), and Di (2 - ethylhexyl) Phthalate (DIBP).
Objects of Control
1.REACH starts from substances, mainly focusing on the management of chemicals, and requires the safety and controllability of chemical substances.
2.RoHS starts from articles, mainly focusing on the restriction of hazardous substances in electrical and electronic products.
Testing Content and Standards
1.REACH certification involves the registration, evaluation, authorization, and restriction of all chemicals. The testing standards include the limits of compounds and elements.
2.RoHS certification mainly focuses on hazardous substances in electrical and electronic equipment. The testing standards mainly calculate the content based on elements.
Handling When Exceeding the Standard
1.For chemicals that do not comply with the regulations in REACH, measures such as registration, evaluation, authorization, or restriction will be taken.
2.The substances in RoHS are clearly restricted in use, and the maximum limit concentration is specified. If the concentration exceeds the maximum allowable concentration (except for exemption clauses), severe fines will be imposed.
Certification and Certificates
1.For REACH, there is only a test report, and no certificate is issued.
2.RoHS has been incorporated into the EU mandatory CE certification. Generally, only a test report is required, but if the customer needs a certificate, a CE certificate can also be issued.
